Kitchen sink drain pipe blocked / frozen. Water backing up and overflowing back on to kitchen floor. Only happens in frosty / icy weather. Need to resolve asap before kitchen floor covering gets permanently damaged.

Water switch off valve is broken so will need the pipe to be frozen and new valve installed. Also outside hose tap needed installing as piping is already there but no water coming out
