Toilet isn't flushing properly. The push button to flush is working ok but a sort of grinding noise can be heard and bubbles come from the mechanism that pushes the water down and in to the pan. Water does come down in to the pan but only slowly and stops after about 2 inches of water has been discharged from the cistern. The cistern then fills up again.
