Two kitchen sinks, big one is fine, small one is stuck. There has been leakage under the sink before but now fine but small sink is still stuck.

I need a report for a clogged SVP pipe that's causing my toilet ot gurgle and smell like sewage. I have already had a plumber out who confirmed the issue, I just need a report so the council can come and unclog the pipe. No further need or attempt to unclog the toilet needed.
