We want to add a drinking water tap

Hi, I live in a split-level flat with communal heating and it seems that all of a sudden, I have an issue with the pressure and the water can't reach the upper floor (and can't fill the water tank) so I don't have water in my bathroom shower and sinks, but I do have in the toilet on the same upper floor and in the kitchen which is on the lower floor. Would you be able to help? Thanks

3 bathroom sink taps need replacing. We already have the new fittings so are just looking for a quote on the labor. Many thanks
