I have a manhole under my extension I feel it as not been capped off properly from. Time to time we get pests in our loft just wondering if you can run a lining through it

We live in a new build house been here about 2 and a half years and our bottom toilet frequently blocks up it has had to be sorted over 7 times now. A plumber we recently hired said it was a drain issue and maybe the piping wasn't done correctly. He believes there is a blockage further down the pipes and it will need inspecting if you could help at all with that that would be great.
